BACKGROUND AND EDUCATION 

Tom Gillette graduated from Michigan State University with a Bachelor of Science degree in Civil Engineering. He has lived and worked in Houston, Texas throughout his professional career and is a Registered Professional Civil Engineer in Texas. The majority of his experience is in the Houston area helping local governments and private entities plan, design and construct infrastructure using Civil Engineering Services. Tom has a vast amount of varied experience that includes civil engineering design, construction management and failure investigations of failed infrastructure.

Tom enjoys being a Resident Engineer. A set of eyes on the construction site that represent the Owner's interest in ensuring that the construction is performed in accordance with the contract drawings and specifications. Large diameter underground pipelines are special for Tom although roadway reconstruction, bridges, airports, water and wastewater treatment plants are also exciting. Tom likes to get involved in construction projects that are new to him so he is looking forward to something different and exciting like a power plant expansion, refinery upgrades or oil and gas pipeline construction or rehabilitation.

Infrastructure Program Management is another favorite for Tom. Tom provides oversight during design that includes constructability reviews and working directly with the Design Engineers. This type of management ensures a design that saves time and dollars and is easier to construct without those costly construction change orders. That familarity with the design development allows for a smooth transition into and through the construction management phase keeping complex construction projects simple, efficient and straight forward.

LARGE INFRASTRUCTURE PROGRAMS 

Tom's experience background includes Program Management, Project Management, Construction Management and Civil Design Oversight. Tom has been involved in some huge infrastructure projects in Houston that include the City of Houston's Surface Water Transmission Program, The Greater Houston Wastewater Program, the Metropolitan Transit Authority's Downtown/Midtown Transit Streets Program and The Brays Bayou Flood Damage Reduction Project for the Harris County Flood Control District. Tom spent two years in Mississippi helping the State recover from Hurricane Katrina. He was part of a recovery team contracted to FEMA through AECOM.

CONSTRUCTION MANAGEMENT ASSIGNMENTS 

Tom was a member of the construction management team that provided construction oversight for the City of Houston's 69th Street Wastewater Treatment Plant. Tom was a member of the Parsons Brinkinhoff Design Team overseeing design improvements at Houston's Intercontinental Airport during 911. Tom served as Resident Engineer on the Tidwell Road Bridge at Wayside Drive in Houston, Texas. Tom has been involved in several large underground tunnel projects throughout Houston that included tunnel boring machines and short tunnels utilizing hand mining. Tom was the Resident Engineer for eighteen City of Houston wastewater improvement projects during the Greater Houston Wastewater Program. Tom provided oversight and construction management for an experimental trenchless technology flood grouting sewer repair project on refinery process sewers in Corpus Christi.

 

CONSTRUCTION MANAGEMENT SERVICES

Some of the specialized construction methodoligies Tom provides oversight and consulting for include: Open cut trenching, horizontal boring, micro tunneling, large diameter tunneling, wood box tunnels, timber lagging tunnels, steel liner plate tunnels, casing pipe installation, tunnel shaft construction, pipe annulus grouting, hand mining, pipe jacking, sliplining, pipe bursting, cure-in-place pipe, external pressure grouting, chemical flood grouting, drainage structures, drilled shafts, spread footings and cathodic protection systems.

DESIGN MANAGEMENT SERVICES

Tom has performed many civil engineering design projects and has been a member of design teams that include large diamater pipeline projects, roadway reconstruction projects, water and sewer improvements, utility upgrades and relocations and airport improvements. Some of the engineering design services Tom has been involved in include: Development of conceptual designs, utility route evaluations, site investigations and research, pipeline rehabilitation investigations, pipeline planning and mapping, pipe rehabilitation recommendations, pipe rehabilitation scope of work, design oversight and management, plans and specification development, preparation of construction cost estimates, contract bidding and administration, building code compliance, EPA and local government compliance and construction observation.
